So is the cost of accidents. For statistical analysis every accident with a fatality costs around $1.5million usd. Mutiply that by 40,000 and the sum is staggering. Even a reduction of 25% would generate enough savings to more than make up for the increased cost of additional training. Some of the cost could also be born by the people seeking the licenses. IIRC the fee in NC for a basic license is a whopping $4usd a year. Typical license is issued for 5 years, for a grand total of $20.
