I say that if you have a location that is not open to the public, and there is not a ton of employee traffic, just start doing it. Management isn't likely to notice for a while.
When they finally do, if they in fact do have a problem with it, just ask them if there have been any complaints about your bicycle being secured there.
One day I just started cyclocommuting. It took one week before the first person asked me where my truck was. It was another two weeks before someone else asked around about "whose bike that was in the back of the building." (I told them it was mine.) It was another week before people actually put two and two together and figured out that I was cycling to and from work...
Here is the kicker - I work at a small company, less than 60 employees, with a grand total of 35 working in our office. It is amazing how unaware of their surroundings people are these days.
