This is the best tire boot I've found. Take an old tire and cut it 3 1/2 inch pieces from it. Cut the bead off of each piece and it will fit perfectly inside of a tire and it will not slide around. Extremely strong. I helped a guy finish the last 40 miles of a century with this quick fix.
