Oh wow. What a coward. It's very sad. I guess you have to call the cops regardless. I'm glad your friend's ok but that sucks.
Similar thing happened to a friend. A woman backed up her suv (hummer?) onto his car hood. With good faith he let her go (her kid was in the hospital or something) and when he called her, her husband denied anything (she wouldn't talk to my friend) and the insurance didn't pay because technically it was a rear-end on his part and thus at fault. Cowards.
