Thanks lbear! The bike shop employees said it was "a few years old," but were unable to specify the exact year.
As for the stem, it is an adjustable quill. It, and the seat post have been adjusted since the pictures were taken. It isn't nearly as silly looking now, I promise.
On the recommendation of the people at the bike shop, I will be buying a replacement.
