As noted 28.6 mm is 1-1/8", 31.8 mm is 1-1/4" and 34.9 mm = 1/1/4". Even the new "oversize" handle bar diameter of 31.8 mm is actually 1-1/8" also.
Well, a standard is a standard, even if it's "furlongs per fortnight". Now try to figure out why Italian bottom bracket threading is 36
mm (diameter) x 24
tpi (threads per inch).
(I asked this once on rec.bicycles.tech. The answer actually makes sense.)
