In a word...yes. Where do you think it should go? Bikes travel much slower than cars, and can swerve much faster. Not only that, but the effective bike lane here is like 3 metres wide, and the sign is only blocking half of it.

The real WTF is why there's a sign there at all. Judging from the rest of the shot, the bike lane has just become separated from traffic, and there's really no danger of cars driving in it at all.
