I suspect that cottered crank with the 5-arm spider is a Nervar. You can verify this by measuring the BCD, which is 128mm if I am correct.
Nervar also made a cotterless steel crank and their top-of-the-line cotterless aluminum Star, all with that same proprietary BCD.
That bike looks like a newer and somewhat improved evolution of my first road bike, a 1962 Bianchi Corsa, which had steel rims and Huret Allvit derailleurs.
