Good 700c tires for Hybrid bike?

I've got an older Trek 720 that needs tires, presently has 700c x 38. I'd like to get some that are:

1.) About that width, at least 30-something or fatter
2.) Not knobby, will ride mostly on pavement and occasional well-packed dirt roads, some long-distance (30 miles/ride or more). Medium street or mild dirt tread OK.
3.) High pressure, like 80-100 psi (or more?)
4.) Don't cost more than the bike itself is worth

Specialized seems to have some tires that go up to 100 psi, and Michelin has some up to 85 psi.

Can anybody recommend a tire for this bike?
