I would disagree.
Think of a figure skater spinning ... when she pulls her arms in, she will spin faster.
That's just conservation of angular momentum. Imagine that instead of a figure skater, you had rotaing wheel whose radius you could change at will. If you made the radius smaller it would spin faster but it would still be rolling along the ground at the same speed.
