If the derailleur low limit was set correctly, with the chain on the inner chainring and the largest cassette cog, then it sounds as if you have too much tension on the cable (front derailleur).
It's best to set the low limit screw with the cable detached. Then with the shift tab all the way down and all of the cable out of the shifter, attach the cable with no slack and no tension. Add tension only if necessary to shift to the largest chainring.
