They're still very rare here in oz from what I can see. I think I've seen 2 PowerTaps, ever. Both of those were on bikes ridden by people from sports institutes... so they're probably taxpayer funded I've seen a maybe a couple of SRMs around as well. HRMs, of course, are incredibly common.
