in small towns in the USA, you can camp in city parks. i've asked permission from the police, and asked for info from the library, fire department, nearby business, etc. i wouldn't do that in a *city*, but in small towns it's really quite normal and often safe.

Plus ... there are usually signs up all over the place saying things like, "No overnight camping. $150 fine." I guess you could camp there and then pay the $150 fine.
