I assume you mean we are doing this for the benefit of the industrious
bridge workers? The guys whose salaries we pay, and who largely stand around smoking cigarettes, leaning on push brooms, eating and blocking our way for no good reason?
I have the simplest solution - have them work on one side while the opposite lane is open for peds and bikes. Switch sides and repeat. why am I not the freaking Mayor already?
