When asked to explain this conviction in futuro, an official in Paris was quoted as saying that it was a forgone conclusion that LA would win finish first for the 8th time, but, since winning is proof positive of doping the committee conlcuded that Armstrong must be convicted. Waiting for the event would be a sign of weakness.
