I have never seen repair parts for pedals. Have I rebuilt them? yes using parts from other pedals in my parts bins. Typically I only do it if I am trying for a specific look or need to match a set of pedals for some reason. Like many things, pedals are relatively inexpensive so my guess is manufacturers have come to the conclusion they are a diposable wear out item.
