Shift the inner lever multiple times to get into the highest gear (smallest cog) and then pull the brake lever in. You should be able to see the cable head through the hole in the outside of the lever body and the frayed end by looking through the hole where the cable housing enters. You may be able to poke the broken wire out from the inside toward the outside.
