I think the meaning is confiscating bikes won't necessarily stop kids from riding bikes. They can easily steal another, if they are so inclined.
More likely, kids will just stop riding a bike if theirs is taken away.
Where I live, it happened even when they just handed out fines. Once the cops stopped enforcing the law, the riders came back (without helmets)
