Using a tape measure I measured a circumference of 22.75 inches, which would indicate a Medium. However, my existing Bell helmet (a few years old) is size Large, and fits perfectly.

Sverre, go ahead and order the Medium. I'm a 22" and there's plenty of room without being too big.
