Odd Campi derailleur ID help?

I know nothing about Campi bits after the '70s and can't figure out what gruppo is on a Campagnolo equipped bike I'm thinking about buying.

I'd never seen a derailleur like this one. It appears to have a parallelogram that can be adjusted to follow the cogs of either a wide or close ratio FW.

The bike has very few miles on it but I would need to completely replace the drivetrain as I need shorter cranks, bar end shifters and much lower gearing. I'll also need taller stem and wider bars than the Cinellis on the bike. If the existing Gruppo is valuable then I could sell the bits to finance their replacements.
