Sounds reasonable, assuming the pannier has some kind of rigid vertical support that will prevent the top from flopping over. I'm not up for performing that kind of surgery on a beautiful new waterproof pannier, though.

I wonder if a hard case like this from Swagman or this from SunLite would work well.
