I am trying to avoid sinking a lot o money into the project....but you know how that goes

A) depends on WHY they broke. Rim is likely bent.
B) fun project. UNLESS the rim is bent. then? not so much.
C) Best bet! Medium quality 27" wheels are still common at the dump/garage sales. Inspect carefully.

freewheels? Grab one off a bike with low miles. again, inspect carefully.
old used freewheels give me the willies.

PROJECT = old Indian word for "hole-in-wallet".

out of which, larger denominations fall more quickly.
