OK, I'm cheap. I'd check spoke tension to see if you have any drastically over or under tensioned spokes. If you can get a relatively true wheel with relatively even spoke tension, I'd use what you have. Replacing a couple of spokes and repacking bearings isn't much of an investment and, if evening the tension minimizes future breakage, you're done. If you keep having issues with breakage, then look at picking up a cheap wheelset.
