The Topeak one goes under the name of Modula X. I have it on my MTB. It is adjustable in length for various height bottles. It has a rubber band as a collar to prevent bottles from coming out, and the bike has been over some serously rough roads at speed. Even with the band not in place, I haven't had a bottle fall out.

However, the plastic adjusting screw at the top of the frame does tend to vibrate enough that it contacts the downtube. Judicious placement of a rubber strip or some electrical insulation tape helps stop the noise and rubbing away of the paintwork.
