Two (usualluy) rather strong springs should be trying to force the derailer housing to the far rear position and the derailer pivots should allow you to rotate freely forward and backwards. Easy to check with or without the chain on but easier when off. If the two pivots do not rotate freely with strong spring force pulling them back either the derailer is bad or you did something improper when re-mounting it.
