Uh, no. The rules for "country of origin for an imported item" are WAY different than the strict legal requirements for "Made in USA". The US Federal Trade Commission has a big web site explaining all this if anyone is that interested.
Your Salsa could be labeled "Assembled in USA from Imported Components" and/or "Designed in USA". My Cannondale can (and does) have a "Made in USA" label
on the frame, but Cannondale cannot claim that the
bike is made in USA because of the many imported components.
