Take it to an outdoor gear repair place. Ask at an outdoor store/REI for a lead on a good one. They are used to coming up with DIY repairs on such gear. You can make the bag waterproof again after sewing with some shoe goo on the inside/outside over the stitching, but just ask the repair place what they recommend.
