The shortest cranks that any of the big makes (or small really) put on their road bikes is 165mm because to be honest thats the shortest length thats being commonly made. Even juvenile bike that used to have nothing longer than 150mm are now having 160 or 165 mm cranks fitted which is just stupid.

NO ONE is carefully studying leg length or femur length and putting people on the cranks they need. Its just a matter of what's there. This is what we are going to bolt onto the bike and thats the end of it. Short people aren't a big enough market for them to worry about so we get what we get. Consequently 99% of short riders are using what the get rather than what fits. Thats the way it is.
