I am surprised. I was for sure that one of the first responses to my photo and situation would be for me to get rid of my old component and start with a new derailer. I have a day off mid next week so I will bring my bike into the shop and see what they can teach me about it. I am new to the area so any shop I go to will be my first encouter with them, hopefully they have a heart of a teacher, instead of just fixing the problem and handing me the bill.

From the looks of it, that RD needs serious cleaning. The upper pulley needs 1-2mm of lateral-play to shift correctly. That one has so much oil & dirt caked around the upper-pulley that it can't possibly shift.
As for the dirt and grime on the upper pulley, it does not really matter. I cleaned it real good at the beginning of the week and on a fresh lube it was doing the same as it does now, no difference at all. But thanks for the suggestion though, after the 200 miles this week it doesn't look that pretty does it. Next time I take a picture I shall clean her up like my mom did to me for my grade school pictures.
