I have a variety of bikes with a variety of hubs. Some of the cheapest hubs I have are also the smoothest.

If you properly adjust a K-mart hub it'll spin smoother and longer than an improperly adjusted high end Campy or Shimano hub.

Looks like the guy bought a bike at a shop that just doesnt care.
