From reading your description of things, either your tires are deflated or your bottom bracket is dirty or screwed up with muck.

If you can't do the work yourself, pay someone (who is an expert) to rebuild your bottom bracket (if it is a spindle with ball bearings) or replace your bottom bracket (if it is a sealed bottom bracket).
