Not true. The 2008 Soloist Team comes with all Ultegra with the exception of the crank which is FSA Gossamer MegaExo.
To the OP:
I switched from a 2002 Trek 1000 to the 2008 Soloist Team and noticed a difference in handling (and obviously shifting). The bike feels lighter and more responsive. The reason I looked Cervelo over Trek when upgrading was I got a better bike at $2k from Cervelo than I would have from Trek.
