They tried to do that here in San Diego with the new east-west Sprinter commuter train. The Sprinter only allows for 2 bikes per car and the conductors wouldn't let extra bikes on. The cyclists went to the local media and caused a fuss. The Sprinter people backed down pretty quickly.
It's funny because I take the north-south Coaster train all the time and they allow as many bikes as will fit without blocking the exits.
