I've had one for about two years now. It's for storing bikes only. I have a large fleet,so it gets six bikes up out of the way. You have to interlace them, alternating front/back,which can get tricky when dealing with different bar widths/drop bars and wheel sizes. It would be a real PITA if you had to take more than one bike on/off on a daily basis, but for long term storage it works well. It's pretty sturdy;according to my bike weight chart(I've weighed all my bikes w/a digital fish scale) I've got around 156lbs of bikes on mine. It rolls ok;mine's on carpet so if yours is on a hard floor it should roll better. I'm too lazy, but the best way to hang bikes would be to remove the pedals and loosen the stems to flip the bars sideways. I use pieces of cloth to keep a couple derailleurs from greasing up seats. The 4' deal is a little misleading though. The base takes up 4 feet, but you have bars and wheels that will stick out further.
For actual storage it works pretty well, and the price is right. For daily use, you'd do better with a single or dual bike rack that's easy to get bikes on/off.
