The Nokian 296' are great.
Studded tires are not much better than heavy treaded tires in snow. They need ice to grab well.
Nothing else is really too good on ice.
Road riding in snow and ice can be unsafe if there are frozen ruts in your direction of travel. Very easy to get tossed in front of a car in those conditions. If It is flat then it's not bad. I ride on snow and ice every chance I get in the winter. I have stopped going on the road if is it frozen ruts and there is any traffic.
On hard frozen flat ice the studs are about like riding on pavement,fantastic.
