i think i may have to disagree with those who say to mix loctite with grease. i've tried that method and my cups came loose after a week of use and 2 days at the track. i find the blue loctite just fine. you'll be able to move the cups around while adjusting as it takes about 24 hours for the loctite to cure and set.

2 tools like everybody says makes things much easier. since the cups are press fit, as you tighten the second cup, you'll notice that it will spin the opposite cup lightening or loosening the other side. having 2 will help you set the cups where you want them.

also make sure the threads in your shell are clean, i'd degrease them at minimum. i'd rechase the threads if you can. cross threading the shell is bad news.
