So in effect, you post basically said nothing of value.
23 vs 25 is within the realm where tire size dishonesty range. E.g. The 23 may be a lot smaller than the 25, equivalent or larger. Unless you are running credit card thing clearances on your frame already it is *highly* unlikely you are not able to fit 25's given that you can run 23's.
