No, you'll have to substantiate your bike commuting related expenses. How you have to do that depends on how your employer (or their benefits administrator) runs the program. I'd think the IRS will write rules that allow you to buy a bike and then get reimbursed for it over the course of the year, but it's not inconceivable that they won't.
