Viscount chainstay wound

I picked up this Viscount at my local free bike shop. It's got it's flaws, the most glaring is this wound in the chainstay. Looks like someone ran it with the QR too loose and the chain torqued the tire into the chainstay. I'm thinking of building this into a winter commuter. My commute is 2 miles each way on tame streets. I would appreciate any thoughts on how bad this is... if it's REALLY dangerous. After all, I'm still running the death fork, but I'm fork shopping too.
