The threading indicated (35x1) could be either, but since it's a Sugino BB I'd guess that it's French, based only on the supposition that Sugino didn't make Swiss cups due to the low demand. That's only a guess. BBM seemed very sure that yours would be Swiss, but I recall reading somebody posting that his Mondia had FR threading. If you can get a strong light inside the BB shell, after removing the adjustable cup, maybe you can "read" the thread direction of the exposed fixed side.
