I have this rack (also for a Tricross), and like it. Topeak rack bag + topeak super tourist dx + panniers = works well. It would be even better if the secondary bars were slightly lower, so my pannier clips didn't hit the bag at all, but it's not a major problem - just makes it fiddly to get panniers or rack bag on/off when the other one is on.
With my handlebar bag, rear rack, rack bag, multi tool and pump, Topeak hasn't let me down yet.
