The pic is too low resolution to see any details. I don't see any evidence of a tubing decal. There does not appear to be bosses for shifters or bottles. I also cannot see if there is an integral derailleur hanger on the rear dropout. Is that a Piaggio decal on the seat tube?

If you could verify the above details, that would help. Besides knowing the serial number, the other pertinent information would be to know the size of seat post that fits the frame.
