Why is a Dahon Speed P8 heavier than a D7?

According to Dahon's website, the Speed P8 is about 27 lbs and the D7 is 25.75. The D7 includes a rack and fenders as well. They seem to have the same frame. The P8 has an aluminum fork that is "500g lighter" (but not compared to the D7?). The P8 has the integrated pump seatpost that's "only 100g heavier". The P8 also has Big Apples that look heavier than the D7's tires, but Big Apples aren't that heavy for their size.

I have ridden a P8 and it struck me as being high quality for the price (nice seatpost clamp, brake levers, wheels, derailleur, etc) but it seems like a raw deal to pay $150 more for a heavier bike without fenders and a rack. What do you guys think? Is the D7 weight quoted without accessories? Are the wheels a big step down from the P8?
