oh and nevermind getting into chainrings, chainline spacing, rear spacing on your road frame being wider than the track wheelsets that are usually on ebay etc etc.
anything is possible and you certainly can make it work, it just depends on
1. budget
2. time
3. overall package when you are done.
getting any nicer track/fixed wheelset is usually setup as a 120mm rear spacing. this makes fitting into the 135mm rear spacing of your road frame a bit tricky. you CAN bend the rear triangle down to 120mm and it sounds sketchy but cycling god sheldonbrown.com says its quite common practice, espcially BEFORE the wow-lets-make-a-track-bike-even-tho-we-are-a-bmx/skateboard/shoe company bandwagon. older, nicer, collectable roadframes with deep horozontal dropouts can be converted this way with the aid of a 2x4.
overall tho, try to get a trackframe if you plan to build up something decent. if you want to ride from A+B in any kind of weather and lock it up to signposts, then go with what you have.
