provided you are going to be swapping out to shorter cranks, then your road frame should be fine. i wasn't assuming track geometry is desired for everyday riding, i just wanted the poster to know that some frames are really cruiser-ish and putting them onto smaller wheels doesn't help any. If its road geometry, then you will deter any pedal strike against the front wheel while turning.
The consideration is there, but I don't really see this as too big of a problem. It's good that you brought it up there. Real track frames have a higher bb shell height to preclude pedal strike.
