Thats normal for a 36 volt lithium iron phosphate battery. Mine is 45.3 off the charger - individual cells will go up to 3.77 volts on my ebikes.ca battery. 36 is very nominal and is maybe the "average" voltage until low voltage cutoff. A 48 volt battery would be well above 48 hot off the charger.
