It is a Bianchi. It's their entry level early ('70-'73) road frame. Just a basic long wheelbase gaspipe 70's road frame, but it is celeste, and is a Bianchi, so kind of cool.
They do build up into a decent SS or FG. If the frame is clean and the decals are all present $50-$100 is probably about right, at least he could get that on ebay.
