Cycling vehicularly can provide great benefits to the cyclist no matter the facility present or not. There will always be roads with no specific cycling facilities, not because of an auto centric design, but because they are simply not desired by anyone. There will also always be routes that don't have cycling specific facilities despite being desired by some or even many cyclists.

Roads that don't 'need' any kind of facility are already comfortable for anyone to cycle on and often result in intuitive vehicular cycling - I see it all the time in neighborhoods. Roads that are narrow and high speed, high volume discourage such cycling no matter the facility present. However if on street facilities are added to the later these roads often remain discouraging to the new cyclist, who may get some comfort from the white BL stripe, but difficulty w/left turns and merges, getting cut off at intersections, close fast traffic, and debris, etc. are all still there if not increased. On these roads learning the basics of vehicular cycling has the potential to greatly enhance comfort on such 'improved' roads.
