Mazda, I don't agree with the guy wasting water--I just wouldn't run to the authorities like one of Chairman Mao's disciples to report him; I would have knocked on the guy's door. Now, if that didn't work would I have called the authorities? Nah...I would have gathered my other friends in the neighborhood to sit on the sidewalk and make fun of him as he washed his cars--embarrassment and ostracism still work.
