Sounds like something else you did on purpose when you could have gotten his attention well enough ahead of time because you saw him in time to do so. Instead you stop inches from him, startle him and then proceed to shout and yell at him. When you could have or shoud have just simply yelled out to him ahead of time so he could have moved out of the way and you would not have had to stop at all. I doubt the cops would have given you a ticket for going around him had he not moved. Also if it were me and though I would have been in the wrong for not paying attention to where I was walking and you did this to me you would not like my return reaction to you, especially when you could have and should have announced your presence well ahead of time. When you saw him and then decided to act the way you did it then became premeditated on your part to do what you did. You knew he was there, you knew you could have shouted out something to get him to move, but you didn't. He may have been in the wrong for being in the bike only lane, but you were 100% in the wrong for acting the way you did. If you had hit him he would have grounds to sue you big time and you would be responsible for his injuries.

One of these days you're going to do this to the wrong person and you'll likely end up getting your teeth knocked in and wearing your bike arond your neck. There are some people who would not hesitate to take you out for treating them this way.
